摘　　要：【目的/意义】旨在有效解决跨部门、跨层级、跨地区的数据融合交互问题,提升政府数据价值,以期为政府数据治理提供新思路,为跨部门数据融合与治理提供有效借鉴。【方法/过程】通过软系统方法论,提出政府数据治理的概念模型,并与国内具有代表性的政府数据治理框架对比,得到优化策略,结合联盟链特征,构建跨部门、跨层级、跨地区的一体化政府数据治理框架。【结果/结论】联盟链的应用能够有效解决数据确权及数据安全问题,实现政府数据在纵向和横向上的融合、交互、共享。【创新/局限】本文创新之处在于将联盟链的技术应用于政府数据治理框架构建,但属于理论探索研究,还需结合案例研究进行深入探讨。【Purpose/significance】It aims to effectively solve the problem of cross-department,cross-level and cross-region data fusion interaction,and improve the value of government data,so as to provide new ideas for government data governance and provide effective reference for cross departmental data fusion and governance.【Method/process】Through the soft system methodology,this paper puts forward the conceptual model of government data governance,compares it with the domestic representative government data governance framework,obtains the optimization strategy,and forms a cross-department,cross-level and cross-region integrated government data governance framework in combination with the characteristics of alliance chain.【Result/conclusion】The application of alliancechain can effectively solve the problems of data right confirmation and data security,and realize the vertical and horizontal integration,interaction and sharing of government data.【Innovation/limitation】The innovation of this paper is to apply alliance chain technology to the construction of government data governance framework,but it belongs to theoretical exploration research,which needs to be deeply discussed in combination with case study.
