摘　　要：【目的/意义】网络空间治理是数字经济时代背景下的研究热点。提升网络空间治理能力对于我国建设网络强国具有重要意义。【方法/过程】针对我国当前网络空间治理中法律体系不健全、正面引导力不足等问题,在信息伦理学的理论基础上,通过研究网络空间治理中的法治因素、德治因素与网络空间治理能力的作用关系,基于德法共治提升网络空间治理,并利用问卷调查开展实证分析。【结果/结论】结果表明,法律保护范围和执法严厉程度对网络空间管理、引导和保护能力均产生正向影响;网络道德的提升能够正向调节法律保护范围、执法严厉程度对网络空间治理能力的影响。【Purpose/significance】Cyberspace governance is a hot topic under the background of the age of digital economy.It is of great significance to improve the ability of cyberspace governance to build China into a strong cyber power.【Method/process】In view of the current problems of imperfect legal system and insufficient positive guidance in cyberspace governance in China,on the basis of the theory of information ethics,by studying the relationship between the rule of law,the rule of morality and the ability of cyberspace governance,cyberspace governance will be improved based on the co-governance of morality and law.The empirical analysis was carried out by means of questionnaire survey.【Result/conclusion】The results show that the scope of legal protection and the severity of law enforcement have a positive impact on the management,guidance and protection capabilities of cyberspace.The enhancement of network morality can positively regulate the influence of the scope of legal protection and the severity of law enforcement on the ability of cyberspace governance.
