摘　　要：发展全过程人民民主既是贯彻执政党的主张,也是在完成我国《宪法》确定的国家根本任务。十一届三中全会后,党内外对“高度民主”已形成共识,“八二宪法”将此种共识以根本大法的形式表现出来,把“发展社会主义民主”作为国家根本任务的重要方面规定在序言中。随着执政党对中国社会主义方位的重新审视,1993年修宪调整“发展社会主义民主”的具体目标,把“高度民主”替换为与社会主义初级阶段相适应的“民主”。“民主”只是国家根本任务的一个具体目标,其他目标的达成可为其提供助力,特别是居于首位的“富强”。国家根本任务被规定在现行《宪法》序言第7自然段,该自然段规定的四项基本原则,为“发展社会主义民主”确定了领导力量、指导思想、道路选择和根本形态。To develop the whole-process people’s democracy is not only to implement the proposition of the CPC,but also to fulfil the fundamental task of the state defined by the Constitution.After the 3rd Plenary Session of the 11th CPC Central Committee,a consensus on“a high level of democracy”has been formed both within and outside the Party.It was demonstrated in the 1982 Constitution,the fundamental law and“developing socialist democracy”was stipulated in the preamble of the Constitution as an important part of the country’s fundamental task.With the CPC’s re-examination of Chinese socialism,the Constitution was amended in 1993 to adjust the goal of“developing socialist democracy”,by replacing the“high level of democracy”with the“democracy”suitable for the primary stage of socialism.“Democracy”is only a specific goal of the fundamental task for our country,which can be facilitated by the achievement of other goals,especially“prosperity”,which takes the leading position.The fundamental tasks of the state are stipulated in the seventh paragraph of the preamble of the current Chinese Constitution.The four cardinal principles in this paragraph set forth the leading force,guiding ideology,pathway and fundamental form for the“development of socialist democracy”.
