摘　　要：铸牢中华民族共同体意识是新时代民族工作的“纲”,是凝聚全国各族人民共识、实现中华民族伟大复兴中国梦的战略举措和重大决策。这样的战略举措和重大决策需要贯穿于民族工作全过程各方面,自然也体现在以宪法为统率的民族工作法律法规体系的一系列整合、调整中。各地进行民族团结进步条例立法,已有10余年实践,这些经验应当及时上升为全国性的民族团结进步法,为铸牢中华民族共同体意识为主线的民族工作法律法规体系增加新的维度、提供有力支撑。同时,坚持并抓紧修订民族区域自治法,将党的民族工作理论与实践的不断发展和日益完善全面及时充分地用法律固定下来。此外,对民族自治地方的自治条例、单行条例以及地方性法规,需加大事前指导和备案审查,提高民族自治地方立法质量,确保全国法制统一、中央政令畅达,为铸牢中华民族共同体意识、实现中华民族伟大复兴强国梦夯实全面的法治基础。To foster a strong sense of community for the Chinese nation is the “gang”(guiding principle) of the Party’ s ethnic work in the new era, as well as the strategic initiatives and major measures that are built on the consensus of people from all ethnic groups in China, and aim to fulfill the Chinese dream of the great national rejuvenation.Such strategic initiatives and major measures should be implemented to every process and aspect of the Party’ s ethnic work in the new era, and should also be embodied in the Party’ s ethnic work on the integration and adjustment of laws and regulations system under the guidance of the Constitution. The practice of legislating and implementing regulations on ethnic unity and progress has been undergoing in China for more than 10 years, and those experience should be timely maneuvered for a nationwide law on ethnic unity and progress, so as to add new dimensions and give strong support to the Party’s ethnic work on law and regulation system with fostering a strong sense of community for the Chinese nation as its guiding principle. Meanwhile, we should persist in and speed up on the legislation and amendment of Ethnic Regional Autonomy Law, and secure the continuous development and consummation of the Party’s ethnic work theory and practice,comprehensively and fully, with the integration and adjustment of ethnic law and regulation system. Furthermore, with regard to the legislation of autonomous regulations,separate regulations, and local regulations of ethnic autonomous areas, we should pay more attention to pre-implementation guidance, recording and reviewing, improve the quality of legislation in ethnic autonomous areas, and ensure the nationwide uniformity of lawmaking and the smooth implementation of central government’ s policies to local autonomous governments, so as to lay a solid and comprehensive legislative foundation for fostering sense of community for the Chinese nation as well as realizing the great rejuvenation of the Chinese nation.
