东北地区火电产业环境及企业扭亏脱困对策研究

摘　　要：保障东北地区煤炭、电力和热力的稳定供应是我国能源政策和经济发展中需要重点关注的问题之一。在考察东北地区多家燃煤电厂的基础上,对电厂近年出现大面积亏损的产业环境及多种因素作出深度分析,分别从政府和企业两个层面提出东北地区火电扭亏脱困政策建议和具体举措:政策建议集中于电力交易体制改革、煤电联营和区域整合方面,企业举措包括市场拓展、技术改造、燃料管理、提质增效等,为东北振兴战略实施及能源供应安全提供决策参考。Ensuring the stable supply of coal,electricity and heat in the Northeast is one of the key issues in China’s energy policy and economic development.Based on the investigation of a number of coal-fired power plants in Northeast China,an in-depth analysis of the industrial environment in which power plants have suffered large losses in recent years and a variety of factors was carried out.Proposals and specific measures for reversing losses from thermal power in Northeast China were proposed from the government and enterprise levels.Policy recommendations focus on the reform of the electricity trading system,coal-electricity joint ventures,and regional integration.Enterprise measures include market expansion,technological transformation,fuel management,quality improvement and efficiency improvement,etc.,providing reference for decision-making for the implementation of the Northeast Revitalization Strategy and energy supply security.
