摘　　要：中国共产党是一个善于理论创新、制度创新和实践创新的政党。在民主革命不同时期,中国共产党领导人民在局部执政的革命根据地制定了多部宪法或宪法性法律,形成了具有中国特色的十三种法律制度创新,为新中国成立后的法制建设奠定了基础,产生了较大影响和积极作用。The CPC is a political party adept at theoretical,institutional and practical innovations.During different periods of the democratic revolution,the CPC led the people to formulate many constitutions or constitutional laws in the locally ruling revolutionary bases,and formed thirteen innovations in legal system with Chinese characteristics.After the founding of New China,they laid the foundation for the construction of the legal system and had a greater impact and positive effect on the construction of the rule of law.
