摘　　要：经济发展是社会主义初级阶段的硬任务,稳固制度也是社会主义初级阶段的硬任务,发展不等于稳固,邓小平曾指出发展起来后的问题并不少。党的十八大以来,以习近平同志为核心的党中央强调中国特色社会主义是科学社会主义,再次明确走社会主义现代化道路,坚持党的全面领导,坚持“四个全面”战略布局和“五位一体”总体布局,取得了全面建设的重大成就,中国特色社会主义根本制度得到发展和稳固。在社会主义现代化新征程上,新的社会矛盾更为错综复杂,更应全面加强社会主义初级阶段各项建设,稳固推进我国社会主义社会从初级阶段向更高阶段迈进。Economic development is a tough mission at the primary stage of socialism,and so with the constitutional consolidation.Development does not equal consolidation.Deng Xiao-ping once pointed out that there are many troubles after economic development.Since the 18th Party Congress,the CPC Central Committee,with Comrade Xi Jin-ping at its core,has emphasized that socialism with Chinese characteristics is socialism in nature,made it clear once again that we shold follow the path of socialist modernization and adhered to the overall leadership of the CPC,and further formulated the strategic layout of the four-pronged comprehensive strategy and the overall layout of the“five-in-one”of economic,political,cultural,social,and ecological advancement.The major achievements have been made in comprehensive construction,and the fundamental system of socialism with Chinese characteristics has been developed and consolidated.On the new journey of socialist modernisation,new social contradictions are more intricate and complex.It is more necessary to comprehensively strengthen the various construction at the primary stage of socialism and steadily promote our socialist society from the primary stage to a higher one.
