关于优化成都市林权抵押贷款政策的探讨

摘　　要：2014年成都市开展深化集体林权制度改革试点以来,探索完善金融支持制度、不断创新林权抵质押贷款方式,取得了显著成效,但也存在林权抵押评估价值低、贷款周期短、涉林金融服务产品少和国有金融机构积极性不高等突出问题。在剖析上述问题的基础上,结合公益林收益权质押贷款国内实践,分析成都市公益林收益权质押贷款潜力,并提出完善标准体系、创新林权抵押担保、提供林业全周期信贷产品、加强金融风险防控和探索公益林收益权质押贷款新模式等5项建议,以期为政府和金融机构进一步优化和创新林权抵押贷款提供借鉴。Since the pilot of deepening the reform of collective forestry rights mortgage system in 2014,Chengdu has explored and improved the financial support system and continuously innovated the methods of forest right mortgage and pledge loans,and achieved remarkable results.However,there are also prominent problems such as low evaluation value of forestry rights mortgage,short loan cycle,few forestry-related financial services products and low enthusiasm of state-owned financial institutions.Based on the analysis of the above problems and combined with the domestic practice of public welfare forest right pledge loan,this paper analyzes the potential of public welfare forest right pledge loan in Chengdu,and puts forward some suggestion,including improving the standard system,innovating forestry right mortgage guarantee,providing forestry full-cycle credit products,strengthening financial risk prevention and control,and exploring new models of public welfare forest right pledge loan,so as to provide reference for the government and financial institutions to further optimize and innovate forestry right mortgage loan.
