摘　　要：文章基于系统协同度模型,提出构建跨境电子商务物流监管体系,从系统总体框架设计、供应链监管流程优化、风险监管优化、系统秩序等方面确定评价指标体系。整体监督架构选用的是国家认证中心对物流服务平台进行监督管理,跨境电商的物流服务平台对相应的二级监督管理体系的物流参与者进行监督管理。在监管体系框架下实现群体智能合约、身份认证、智能交易撮合、异常数据分析检测、隐私保护、溯源等功能。然后,安全分析与交易监管组件软件用于验证交易监管框架的安全性、可控性和运行效率。最后,在一个真实的众包物流企业平台上运行该软件,进行实测,实测结果表明,所提出的跨境监管系统是安全可控的,且电子商务物流保护了用户和数据隐私,防止了伪造和欺诈的现象,实现了用户行为和用户数据的可审计性和可追溯性。Based on the system coordination degree model,the paper proposes to construct a cross-border e-commerce logistics supervision system and determine the evaluation index system from the overall system framework design,supply chain supervision process optimization,risk supervision optimization and system order.The overall supervisory architecture is chosen by the national certification center to supervise and manage the logistics service platform,and by the logistics service platform of cross-border e-commerce to supervise and manage the logistics participants of the corresponding secondary supervision and management system.Under the framework of the regulatory system,the group intelligent contract,identity authentication,intelligent transaction matching,abnormal data analysis and detection,privacy protection,traceability and other functions are realized.Then,the security analysis and transaction supervision component software is used to verify the security,controllability and operational efficiency of the transaction supervision framework.Finally,the software is run and tested on a real crowdsourcing logistics enterprise platform.The test results show that the proposed cross-border supervision system is safe and controllable,and e-commerce logistics protects users and data privacy,prevents forgery and fraud,and realizes the auditability and traceability of user behavior and user data.
