摘  要:《"超级博士后"激励计划实施办法》的出台与实施,标志着"超级博士后"制度的正式确立。"超级博士后"制度改革是现阶段国家对高端拔尖人才迫切需求的积极回应与探索。作为新生事物,"超级博士后"制度具有遴选门槛高、培养目标高、薪酬待遇高、双重选拔性、优先发展和关照个别特色学科等特点。目前,"超级博士后"制度在发展和运行过程中还存在诸多困境与瑕疵,为了促进"超级博士后"制度能够可持续发展,还需要从以下几方面入手以建立良好机制:明确遴选条件,消除模糊地带;制度供给从"单一治理"走向"多元共治";突破门户之见,营造包容学术氛围;加快相关配套制度改革。The promulgation of the“super postdoctoral”incentive plan marks the formal establishment of the“super postdoctoral”system.The reform of“Super Postdoctoral”system is a positive response and exploration to the urgent need of top-notch talents.As a new thing,the“super postdoctoral”system has the characteristics of high selection threshold,high training objectives,high salary,strict dual selection,giving priority to the development and care of individual disciplines with distinctive features.At present,there are many difficulties and defects in the development and operation of the“super postdoctoral”system.For the benign and sustainable development of the“super postdoctoral”system,it is necessary to clarify the selection conditions and eliminate the fuzzy zone,change institutional supply from“single governance”to“multi governance”,break through door-to-door views and create an inclusive academic atmosphere,accelerate the reform of relevant supporting systems and starting from several aspects,establish a good mechanism.
