摘　　要：飞机控制是Link16数据链的一个重要功能,飞机控制交接是将飞机的控制权从一个控制单元转移给另一个控制单元。从飞机控制的内涵出发,分析了与飞机控制有关的消息、网络参与组,分析了指挥消息与任务分配消息之间的关系,揭示了外军的指挥控制系统的组织关系;阐述了飞机控制移交的内容、移交条件和移交流程,对控制移交流程的类型进行归纳;提出了我军数据链建设应基于军事需求分析和协同作战方案的启示。Air control is a main function of Link 16.Air control refers to the function of a unit controlling one or more aircraft.Aircraft handover is defined as the coordinated transfer of controlling unit responsibilities for an aircraft from one controlling unit to another controlling unit.Based on analyzing the concept of air control,the air control data link messages,the Weapons Coordination NPG and the Air Control NPG,and the relationship between command message and mission assignment message,this paper revealed the organization structure of command system between c2 and non-c2 platforms.Meanwhile,the information needed to be transferred,the condition when handover is needed,and the handover procedures and handover flow types are also been discussed.Enlightenment and suggestion was proposed for developing China’s data link based on military requirement analysis and cooperative engagement plan.
