摘　　要：蓝色金融是绿色金融的延伸和发展,对保护海洋生态环境、推动蓝色经济发展具有重要意义。从蓝色金融的发展历程看,世界银行、亚洲开发银行、欧洲投资银行等国际开发性金融机构一直在其中发挥着引领、示范、支持保障等作用,推动蓝色金融的规则建立和融资实践。目前,我国蓝色金融的研究和实践均处于起步阶段,总体上与“海洋强国”的目标要求存在一定差距。本文系统梳理了蓝色金融的基本概念、规则体系的搭建过程、国际开发性金融机构的贡献,并分析了我国蓝色金融的发展现状和面临的问题,最后从推动顶层设计、加强理论研究、深化国际合作、健全市场要素、融入公司治理五个方面,提出了我国开发性金融支持蓝色金融发展的政策建议。Blue finance is the extension and development of green finance,which is of great importance to protect the marine ecosystem and promote the development of the blue economy,and has attracted great attention from government departments,international organizations and financial institutions around the world.From the perspective of the development process of blue finance,international development financial institutions such as the World Bank,Asian Development Bank and European Investment Bank have always played an important role in leading,demonstrating,and supporting blue finance,promoting the establishment of rules and financing practices.At present,the research and practice of blue finance in China are still in the initial stage.There is still a gap between the overall goal and requirements of“Maritime Power”.The issue systematically reviews the basic connotation of blue finance,the process of building a rule system,and the contributions of international development financial institutions,also analyzes the current development status and problems faced by China’s blue finance.Finally,it discusses five aspects:promoting top-level design,strengthening theoretical research,deepening international cooperation,improving market factors,and integrating into corporate governance,Propose policy recommendations for China’s development finance to support the development of blue finance.
