融合“一带一路”国际投融资规则的政策思考

摘　　要："一带一路"倡议提出以来,由于参与各方发展水平、价值理念、法律体系、环境和社会特征等方面存在较大差异,如何共同保障重大项目实施落地和可持续发展,成为当前"一带一路"建设亟待解决的关键问题。习近平主席在第二届"一带一路"国际合作高峰论坛上的讲话多次提及国际规则问题,为下阶段共建"一带一路"合作指明了重点。当前,全球新冠肺炎疫情给各国经济发展带来巨大冲击,融合"一带一路"投融资规则,进一步消除贸易投资壁垒,有助于发展中国家应对风险挑战。本文基于对"一带一路"沿线国家和地区投融资概况及现有国际规则的梳理分析,指出融合投融资规则是促进共建"一带一路"国家高效开展投融资合作的前进方向,并分析提出了推进融合"一带一路"投融资规则的原则、路径及框架建议,作为推动规则标准建设的政策参考。Since the“Belt and Road Initiative”(BRI)was proposed,in the case of large differences in development level,value concept,legal system,environment and social characteristics,how to jointly ensure the implementation and sustainable development of major projects has become a key issue urgently to be resolved in the current BRI construction.President Xi Jinping repeatedly mentioned the issue of international standards at the 2 nd Belt and Road Forum for International Cooperation,which pointed out the key points for the next stage of the BRI cooperation.At present,the global Covid-19 pandemic has interfered the trade and investment of various countries.How to further eliminate trade and investment barriers and harmonize the BRI investment and financing standards should be an urgent consideration to deal with the risks and uncertainties.Based on the analysis of the BRI’s investment and financing profile and the existing international standards,this paper suggests that the harmonization of investment and financing standards is the way forward to promote efficient investment and financing cooperation.This paper also proposes the principles,paths and standard framework of promoting the harmonization of the BRI investment and financing standards.
