开发性金融支持林业扶贫的分析与思考

摘　　要：林业在精准扶贫中具有独特作用,是实施生态补偿脱贫一批、发展生产脱贫一批、打赢脱贫攻坚战的重要支柱。林业扶贫存在长期、大额、低成本的融资需求。开发性金融创新林业融资模式,通过市场、信用、制度和现金流建设,提供适合林业扶贫的金融产品。本文从林业与扶贫的天然关系出发,分析了林业扶贫的路径和融资特点;结合开发性金融支持林业扶贫的探索实践,设计了项目精准扶贫机制,并提出了完善融资配套体系、结合科技化手段强化项目管理、健全林权流转交易体系、完善涉林法律法规、合理确定资本金比例的政策建议。Forestry projects can play an important role in industrial targeted poverty alleviation.Long term,large scale and low cost financing demands are huge and unfulfilled in this field.Development finance innovates forestry financing pattern and supplies financial products suitable for forestry poverty alleviation by means of market building,credit enhancement,system and cash flow construction.This paper elaborates the relationship between forestry and poverty alleviation,analyzes the path and financing characteristics of forestry poverty alleviation,designs such mechanism for forestry project based on exploration and practice of development finance supporting forestry poverty alleviation.Suggestions to present policy makers are proposed to improve financing support system,strengthen project management through technological means,enhance forest right transfer and transaction system,improve forestry related laws and regulations,etc..
