摘　　要：河谷经济建设是西藏自治区党委政府提出的重大历史性战略决策。本文从增长、财政、民生三个角度分析了当前西藏经济社会高质量发展面临的困境,论证了大力发展河谷经济是破解这些困境的创新性思路。文章从财政金融角度,提出了做好高水平融资规划和多渠道资金协同发力等思考;从实施思路和实施路径两个层面,按照"精准操作、能落地、可持续"的原则,提出分八步实施的政策建议。本文的目的,是在西藏从基本消除绝对贫困转向全面建成小康社会和社会主义现代化新西藏的关键阶段,立足西藏实际,深入思考重塑经济发展新模式、谋求区域增长新路径、打造新增长极以及我们路径选择的对策建议,进而确立新时代西藏高质量发展的新思路。River valley zone construction is an strategic decision made by the Tibet government.This paper analyzes the current difficulties faced by Tibet’s economic and social development.From the perspective of finance,this paper proposes the suggestions of high-level financing planning and multi-channel fund coordinated development.From the two aspects of implementation idea and implementation path,the paper put forward eight-step policy suggestions.In the crucial stage from basically eliminating absolute poverty to building a moderately prosperous society,the meaning of this paper lies in pointing out the successful direction of high quality development for Tibet in the new era.
