摘  要:本文以《粤港澳大湾区发展规划纲要》为指导,按照国家对粤港澳大湾区的战略定位和发展目标要求,聚焦"建设具有国际影响力的国际科技创新中心",研究了粤港澳大湾区建设国际科技创新中心的意义、重点建设内容,并分析了建设优势和存在的短板。本文从推进金融供给侧结构性改革的角度出发,结合国家开发银行的机构定位、战略作用和特色优势,以及支持科技创新产业发展多年的成功实践,提出了创新融智融资模式、以开发性金融助力粤港澳大湾区打造国际科技创新中心、打造区域特色金融服务等具体策略建议。Guided by the Outline of the Development Planning of Guangdong,Hong Kong and Macao Great Bay Area,and in accordance with the national strategic positioning and development objectives for the Great Bay Area,this paper focuses on building an international scientific and technological innovation center with international influence,and studies the significance and key contents of building an international scientific and technological innovation center in the Great Bay Area.The construction advantages and shortcomings are also analyzed.From the point of view of promoting the structural reform of financial supply side,combining the institutional orientation,strategic role and characteristic advantages of China Development Bank,as well as the successful practice of supporting the development of science and technology innovation industry for many years,the paper puts forward the innovative financing mode of intellectual finance and suggestions on specific strategies for building regional characteristic financial services to help the Great Bay Area to build international science and technology innovation center by development finance.
