摘　　要：民间外交是中国外交布局中的重要组成部分。在"一带一路"建设的新时代背景下,民间外交获得了新的历史机遇,但是由于目前国际形势正处于极大的变局中,逆全球化抬头、疫情肆虐、狭隘民族主义等问题涌现,民间外交也面临着严峻的挑战。基于此,本文聚焦于新时代"一带一路"视阈下的民间外交,阐述和归纳中国民间外交的基本内涵,梳理和总结中国特色民间外交的发展历程,进一步探讨民间外交助力"一带一路"建设的实施路径及其所面临的挑战,并提出相应的改进措施建议。由此,本文丰富了中国特色民间外交方面的研究,助力完善中国特色民间外交理论体系。Civil diplomacy is an important part of China’s diplomatic layout.In the context of the process of Belt and Road Initiative in New Era,civil diplomacy has obtained new historical opportunities.However,as the current international situation is undergoing great changes,problems such as the rise of anti-globalization,the raging epidemic,and narrow nationalism have emerged,therefore,civil diplomacy also faces severe challenges.Based on this situation,we focus on the civil diplomacy from the perspective of Belt and Road Initiative in the new era,combing and summarizing Chinese civil diplomacy on the basis of expounding and summarizing the basis connotation of it,and further exploring the Implementation Path of civil diplomacy for promoting the development of Belt and Road Initiative and the challenges it faces.Finally,we propose corresponding improvement measures.Consequently,this article has enriched the research literature on Chinese civil diplomacy and helped enhance its theoretical system.
