摘　　要：在“两个百年”交汇、“两个大局”交织的时代背景下,我国一流大学群体正在走出一条立足自身、引领未来的独特发展道路。文章基于大学管理实践,从一个新的视角看待大学组织,阐述了如何制定大学战略规划及发挥其作用:要高度重视使命愿景引领下的战略谋划与规划,牢牢把握大学的育人本位,因时而变选择发展战略和路径,根据不同阶段的发展重点实现战略迭代,推动组织治理变革和系统重塑,引导大学从松散型组织向战略中心型组织转变,并为大学战略实施提供政治保障和营造文化生态。Standing at the historical intersection of the“two centuries”,in the context of the“overall situation of national rejuvenation”and the“centennial changes”,China’s top universities are developing a future-leading path on their own.Based on university governance practices,this article looks at university organization from a new perspective and expounds how to formulate and implement university strategic planning:attaching great importance to strategic planning guided by mission and vision,firmly grasping the orientation of student cultivation,choosing development strategies and paths over time,realizing strategic iterations according to development priorities at different stages,promoting organizational governance changes and system remodeling,guiding universities to transform from loose organizations to strategycentered organizations,and providing political guarantees and creating cultural ecology for the implementation of university strategies.
