国门生物安全监测中发现重要外来入侵物种所引发的思考

摘　　要：本文针对2018、2019年温州口岸外来有害生物监测中首次发现检疫性有害生物——红火蚁、扶桑绵粉蚧等重要外来入侵物种事件引发的思考,指出了新时期进出境植物检疫面临的形势:外来入侵物种传入风险加大同时境内新发现检疫性有害生物逐年增加且有扩散蔓延势头,对外来物种频繁入侵成因进行了剖析:贸易增加和交通便利、气候变化异常等客观因素助推外来入侵物种传播扩散,而入侵物种自身具有内生动力和检疫监管无法形成合力等主观因素导致外来入侵物种进一步加剧入侵。随着机构改革的深入推进和经济社会转型升级,进出境植物检疫各项工作必须适应新时代的发展要求,通过夯实制度基础、加强宏观谋划、协调整体推进、提升能力水平和强化宣传教育,努力实现“筑牢口岸检疫防线、维护国门生物安全”的目标。In this paper,the situation of import and export plant quarantine in the new era was pointed out based on the reflection of the important invasive species such as red fire ant and phenacoccus mealybug,which were found for the first time in the monitoring of alien pests at Wenzhou port in 2018 and 2019.At the same time,the newly discovered quarantinable pests in China increased year by year and spread.The causes of frequent invasion of alien species were analyzed:Objective factors,such as increased trade,convenient transportation and abnormal climate change,promote the spread of invasive species,while subjective factors,such as endogenous dynamics of invasive species and inability of quarantine supervision to form a joint force,further aggravate the invasion of invasive species.As institutional reform deepened and economic and social transformation and upgrading,entry and exit plant quarantine each work must adapt to the requirements of the new era,through the solid system foundation,strengthening the macroscopic plan and coordinate the whole advancement,enhance the level of ability,and strengthen publicity and education,strive to achieve the goal of“Strengthen quarantine defense at ports and safeguard biosecurity on border”.
