中小学建设项目代建制管理的运用研究——基于使用者风险防控的视角

摘　　要：通过对政府投资项目和高校基建项目代建制的文献研究,从中分析整理出代建制的共性风险,再选取中小学校部分代建制项目进行案例研究,梳理中小学代建制的个性风险并探明原因。此外,通过对参与代建制的学校方有关人员的问卷调查和深度访谈,从中寻找中小学校代建制风险防控的重点和难点。Through the literature research on the agent construction of government investment projects and university infrastructure projects,this paper analyzes and sorts out the common risks of the agent construction,and then selects some of the agent construction projects in primary and secondary schools for case study to sort out the individual risks of the agent construction in primary and secondary schools and find out the reasons.In addition,through the questionnaire survey and in-depth interview of the school personnel involved in the agent construction,finds the key and difficult points of risk prevention and control of the agent construction in primary and secondary schools.
