摘  要:从安全的概念出发,阐明安全与风险之间的辩证关系;对各类风险要素进行必要的分析,要求在电力应用各项活动中应满足可容许风险。电气标准应以风险分析为基础,从保护可靠性的角度,基本防护和故障防护不可或缺,当需要设置附加防护时,故障防护和附加防护应采用独立的保护电器,两种防护措施不应相互替代或覆盖。This paper illustrates the dialectical relationship between safety and risk based on the safety concept.Necessary analysis is conducted on various risk factors,and the requirements of tolerable risks shall be met in all activities of electric power application.Electrical standards shall be based on risk analysis.From the perspective of protection reliability,basic protection and fault protection are indispensable.When additional protection is required,independent protection devices shall be used for fault protection and additional protection,and the two protection measures shall not substitute or override each other.
