摘　　要：为给民航飞机保障部队快速投送提供制度保证,最大程度释放民航保障能力,针对当前民航飞机执行军事运输任务时面临的矛盾,分析制订《民航飞机执行军事运输任务运行规则》的必要性;从军事运输任务分类、军事运输对象和组织程序处置等3个方面,系统论述《规则》应包含的主要内容;提出制订《规则》应争取上级支持、覆盖全类型全流程、优化框架结构等建议。In order to provide institutional guarantee for the rapid delivery of civil aviation aircraft support forces and release the civil aviation support capability to the greatest extent,in view of the contradictions faced by civil aviation aircraft in the implementation of military transportation tasks,this paper firstly analyzes the necessity of formulating"Operational Rules for Civil Aviation Aircraft Carrying Out Military Transportation Tasks".Then,it systematically discusses the main contents of the"Rules",including the classification of military transportation tasks,the disposition of military transportation objects,and organizational procedures.Finally,it puts forward some suggestions for the formulation of the"Rules",such as striving for the support of the superiors,covering the whole process of all types,and optimizing the framework structure.
