摘　　要：党的二十大报告提出要加强和完善现代金融监管,在金融监管改革进入新阶段的背景下,面对新的经济金融形势和金融市场的发展状况,本着构建现代化金融治理体系的目标,回首我国金融监管体制改革的历史轨迹及国际经验,为我国金融监管体制改革的持续深化提供可能的路径选择。但目前仍面对监管目标、行为、主体等次序上的边界不清,金融科技加剧金融细分行业与混业金融交叉并存,加大监管体制构建难度等问题。因此,当前还必须细化新监管体制措施,保证新监管政策的落地,大力提升监管水平与能力,提高监管行为的有效性,大力发展监管科技,推动“监管沙盒”的应用,巩固监管体制改革成果,充分发挥监管体制对金融发展、安全的保证和驱动作用。The report of the 20th National Congress of the Communist Party of China proposed to strengthen and improve modern financial supervision.In the context of financial supervision reform entering a new stage,facing the new economic and financial situation and the development of the financial market,in line with the goal of building a modern financial governance system,looking back on the historical trajectory and international experience of China's financial supervision system reform,To provide a possible path choice for the continuous deepening of our country's financial superv ision system reform.However,at present,we still face problems such as unclear boundaries in the order of regulatory objectives,behaviors,and subjects,and fintech exacerbates the cross-coexistence of financial segmentation industries and mixed finance,increasing the diffculty of regulatory system construction.Therefore,at present,it is also necessary to refine the new regulatory system measures to ensure the landing of new regulatory policies,vigorously improve the level and capacity of supervision,improve the effectiveness of regulatory behavior,vigorously develop regulatory technology,promote the application of“regulatory sandbox”,consolidate the results of regulatory system reform,and give full play to the regulatory system's guarantee and driving role in financial development and safety.
