基于“放管服”改革视角对单位银行结算账户管理的探索

摘　　要："放管服"改革旨在推动政府职能转变,是一场重塑政府和市场关系、刀刃向内的自身革命。2019年7月22日,人民银行在全国范围内取消企业银行结算账户许可。取消企业银行账户行政许可,是人民银行深化"放管服"改革、优化发展环境的重要举措。账户作为支付体系的基础和"入口",抓住了账户改革,就抓住了支付领域各项改革的牛鼻子。银行账户管理对维护经济秩序、防范金融风险、抑制经济犯罪发挥着重要的作用,银行结算账户管理与"放管服"改革中市场经济发展要求的职能定位有哪些不符?进一步探究新时期我国账户管理改革的方向尤为必要。本文基于"放管服"改革视角,在深入分析"放管服"改革的理论基础上,深入探讨了我国单位银行结算账户管理中存在的问题,探索了单位银行结算账户管理改革的方向,对加快推进银行结算账户管理改革具有重要意义。The reform aims at promoting the profound transformation of government functions,which is a revolution of remolding the relationship between government and market and turning the blade inward.On July 22,2019,the People’s Bank of China cancelled the license for settlement accounts of enterprises and banks nationwide.The account is the foundation and"entrance"of the payment system.If we grasp the reform of the account,we will catch the nose of the reform of the payment field.It is necessary to further explore the direction of the reform of account management in China in the new period because the current management of Unit Bank settlement account is not consistent with the function orientation of market economy.On the basis of carding the current situation of Unit Bank settlement accounts in Xinjiang from 2007 to 2019,and combining with the on-the-spot examination and investigation of account management,this paper analyzes the problems existing in China’s current account management,this paper probes into the problems existing in the management of the settlement account of the unit bank in our country after the cancellation of the business license,and probes into the direction of the reform of the management of the settlement account of the Unit Bank,it is of great significance to speed up the reform of bank settlement account management.
