人民币对小币种银行间区域交易服务全国的路径研究——以哈萨克斯坦坚戈为例

摘　　要：发展人民币对非美元货币直接交易,对于逐步摆脱对美元计价、交易的过度依赖,扩大本币在双边贸易投资中的使用具有重要意义。随着境外银行机构加入人民币对坚戈区域交易市场,人民币对坚戈汇率跨境形成机制初步建立,境内外每日报价交易和清算平盘已经实现,坚戈区域市场建设取得突破性进展。鉴于现阶段人民币对坚戈区域交易仅限于新疆地区,而全国其他省份同样具有对哈萨克斯坦实现高效本币结算的需求,本文研究探索在当前人民币对坚戈区域交易市场建设成效初显的基础上,新疆承接全国人民币对坚戈交易的可行性与实施路径,并提出政策建议,旨在推动进一步扩大中哈双边本币结算,促进提升中哈贸易投资便利化水平。with the overseas banking institutions joining the RMB-Tengo regional trading market,the RMB-Tengo exchange rate cross-border formation mechanism has been initially established,domestic and overseas daily quotation transactions and liquidation flats have been achieved,and breakthroughs have been made in the construction of the Tenge regional market.In view of the fact that the RMB-Tengo regional trading is limited for Xinjiang,and other provinces across the country also have the demand for efficient local currency settlement to Kazakhstan.Based on the preliminary results of the current construction of the RMB-Tengo regional trading market,this paper explores the feasibility and implementation path for Xinjiang to undertake national RMB-Tengo transactions,and proposes policy recommendations.The purpose is to promote the further expansion of bilateral currency settlements between China and Kazakhstan and promote the promotion of China-Kazakhstan trade and investment facilitation.
