构建金融突发事件指挥调度系统的思考

摘　　要：防范化解金融风险攻坚战是现阶段一项紧迫任务,但目前对金融风险处置尤其是金融突发事件的处置却缺少一个统一、高效的指挥调度平台系统。本文从构建指挥调度系统的必要性、可行性、系统设计和构想三个维度展开论述,沿着体系设想、构造原则、构造目标、运行架构的脉络进行了构设,对金融突发事件处置提供一个技术条件支撑下的指挥、调度新载体和新手段。Preventing and addressing financial risks is anurgent task at present,but there isn’t a unified and efficientcommand and dispatch platform for the disposal of financialrisks,especially financial emergencies.This paper establishesa command and dispatch system.The three dimensions ofnecessity,feasibility,system design and conception arediscussed,and the context of system assumption,constructionprinciple,construction goal and operation structure isconstructed,which provides a new mean to address financialemergencies.
