地方金融业高质量发展路径研究——以陕西省为例

摘　　要：促进地方金融业高质量发展,是构建中国现代金融体系和现代化经济体系的基层保障。文章以"功能金融"为理论基础,结合中国地方金融发展实际,对地方金融业高质量发展路径进行了探索。分析认为,地方金融业要在机构健全、功能齐全、运转高效、激励相容、风险可控、监管有效六大方面实现高质量发展。在具体实践中,地方金融业高质量发展要遵循因地制宜、稳妥创新、资源统筹、服务实体的四大原则。文章以陕西省为例,对比毗邻省份分析了陕西省金融业发展质量现状和存在的问题,并对陕西省金融业高质量发展提出了建议。To promote the high-quality development of local financial industry is the basic guarantee for the construction of China's modern financial system and modem economic system.Based on the theory of"functional finance",combined with the development of local finance in China,this paper explores the high-quality development path of local finance.According to the analysis,the local financial industry should achieve high-quality development in six aspects:sound institutions,complete functions,efficient operation,incentive compatibility,controllable risks and effective supervision.In practice,we should follow the four principles of adjusting measures to local conditions,stable innovation,overall planning of resources and service entities.Taking Shaanxi Province as an example,this paper analyzes the current situation and existing problems of the development quality of the financial industry in Shaanxi Province,and puts forward suggestions for the high-quality development of the financial industry in Shaanxi Province.
