摘　　要：2008年党的十七届三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》中明确提出要"强化农村社会管理",中共西藏自治区委员会制定的贯彻意见中也明确提出要"加强农村社会管理",并且都指明了具体的工作方向。自2011年以来,随着国内外形势的发展,我国加强和创新社会管理步伐明显加快,党的十八大以来,在习近平总书记提出的治国理政思想中,将社会管理理念提升到社会治理的理念。The core of Lhasa's rural social management is the management and service for farmers and herdsmen,which involves the adjustment of rural social interest relations,the response to the demands of fanners and herdsmen,the effective resolution of social contradictions in agricultural and pastoral areas,the maintenance of social justice and social order in agricultural and pastoral areas,and a series of other issues.Based on the investigation of rural areas in Lhasa,the basic situation of community society was mastered.On the basis of the review of the development status of rural communities in Lhasa,the current situation of social management in rural communities was analyzed,and the practical experience of social management and transition to govem-ance was summarized,and countermeasures and suggestions were put forward.
