决策支持:院校管理中一个被忽视的重要领域

摘　　要：决策支持是决策体系十分重要的组成部分。高校决策是一个“循证”、“偱规”、“循境”的复杂过程,涉及面广,影响深远,尤其需要决策支持。高校决策支持大体可划分为日常事务管理的决策支持、重大事项管理的决策支持和组织变革、转型发展谋划的决策支持三种类型。新中国成立以来,我国高校决策支持发展变化大体经历了新中国成立后前三十年、1978-1998年、1998年至今三个阶段,每个阶段都有各自的特点。但总体来说,决策支持仍是高校管理中一个被忽视的领域,存在的问题包括决策支持没有受到应有的重视,职能部门成为决策支持的主体,数据分析系统不健全,没有建立科学的决策支持平台等。深化决策支持,要加强决策制度和组织文化建设,加强院校研究,加强对决策支持的研究和探讨。Decision support is an important part of the decision-making system.The university decision-making is the complicated process based on evidence,rule and situation;thus,it needs decision support.The decision support at universities could be divided into three types:one for routine management,another for major issue,the other for organization change and transformation.The evolution of decision support at China’s universities could be characterized by three phases:1949-1978,1978-1998,and the stage since 1998.On the whole,decision support is still a neglected field in university management.There’re such problems as ignorance,overstepping by the functional department,the unsound data analyzing system and lack of decision support platform.To promote decision support,it should stress the construction of decision-making system and organization culture,enhance institutional research,and energize the research of decision support.
