永定河流域水权市场建设框架浅析

摘　　要：水权市场是实现水资源高效利用的重要途经之一。本文梳理总结了永定河流域水权交易现状情况,分析了流域取用水存在的主要问题及水权市场建设的必要性,按照省级、地市级、县级行政区和行业部门4个等级,探讨了初始水权分配的关键问题;结合流域取用水特点,提出了生态统一调度的水权、政府为交易主体的水权、用水户为主体的水权及水库经营水权等市场建设框架。Water right market is one of the important ways to realize efficient utilization of water resources.In this paper,current situation of water right transaction in Yongding River Basin is sorted out and summarized,and the main problems existing in water intake and the necessity of water right market construction are analyzed.According to the four levels of provincial administrative region,prefecture and municipal administrative region,county administrative region and industrial department,the key issues of initial water right distribution are discussed.Based on the characteristics of water intake in the basin,market construction frameworks such as water right for unified ecological scheduling,water right with government as the subject of transaction,water right with users as the main body and water right for reservoir operation are put forward.
