摘　　要：世界海关组织(World Customs Organization,WCO)2016年、2022年“国际海关日”主题均提及海关数字化转型相关内容,并在2022年提出要“拥抱数据文化、构建数据生态、促进数字转型”,推动打造海关专门数据战略。数据作为一种基础性资源,具有战略价值性,国际上庞大且呈动态化的跨境数据流动已然形成。但在以数据化为要义的新一轮数字化转型中,海关仍面临着数据治理能力不足、数据标准规则不健全等问题。基于WCO数据战略构想的新特点、新内容,就海关数字化转型中数据流动与应用的若干问题作出思考,并提出建议。The World Customs Organization(WCO)has mentioned the relevance of customs digital transformation in the themes of“Intermational Customs Day”in both 2016 and 2022.In 2022,the wCO proposed to embrace a data culture,build a data ecosystem,and promote digital transformation,aiming to create a dedicated data strategy for customs.Data,as a fundamental resource with strategic value,have formed a massive and dynamic cross-border data flow internationally.However,customs still face challenges in terms of insufficient data governance capacity and incomplete data standard rules in this new phase of data-driven digital transformation.Based on the new features and new contents of WCO's Data Strategy,this paper makes some considerations and suggestions on data flow and application in customs digital transformation.
