摘  要:近二十年来,我国人类遗传资源管理工作实现了飞速发展,人类遗传资源法治框架体系建设已见雏形,但仍存在相关管理工作不够体系化、精细化的一系列问题,亟待进一步加以解决和完善。通过对于美国人类遗传资源管理政策法律体系架构和历史沿革的研究,比照我国人类遗传资源管理政策立法发展轨迹,分析其相关政策法律的亮点作法和先进经验,结合我国相关工作实际,有针对性地提出进一步解决和完善当前我国人类遗传资源管理政策法律体系建设相关问题的一系列对策和建议,以期促进我国人类遗传资源管理的法治化和体系化建设,不断推动我国人类遗传资源相关工作向前发展。In recent 20 years,the management of human genetic resources has achieved rapid development in China.The construction of the framework system of human genetic resources rule of law has been taken shape,but there are still a series of problems that are not systematic and refined in relevant management,which need to be further solved and improved.Analyze the bright spot and advanced experience of the relevant policies and laws by studying the legal system structure and historical evolution of human genetic resource management policy in the United States,and analyze the bright spot and advanced experience of relevant policies and laws,and further solve and improve the current human genetic resource management policy law in China based on the relevant work practice in China.A series of countermeasures and suggestions on the related problems of the construction of the legal system are aimed at promoting the rule of law and systematic construction of human genetic resource management in China,and constantly promoting the development of the related work of human genetic resources in China.
