新时代“枫桥式”基层治安治理模式探究——基于序次Logistic回归模型的实证分析

摘　　要：为深入挖掘和全面阐释"枫桥式"基层治安治理的构成要素、生成逻辑和运行机理。通过开展"新时代诸暨市社区居民安全感状况调查问卷",并运用序次Logistic回归模型进行分析检验,发现"法治因素"、"技术因素"和"情感因素"无论是作为单独变量,还是作为整合变量均与居民安全感显著相关。同时,在进一步数据挖掘和质性研究基础上,建议探索优化社区"情感联结",拓展延伸"情感治安"治理体系;促进大数据等信息技术的制度性有效嵌入,创新完善"智慧治安"治理体系;加强基层治安法治化建设,建立健全"法治治安"治理体系,进而在"情感—技术—法治"基础上构建兼具"秩序性"和"动力性"的"枫桥式"基层治安治理模式。In order to thoroughly excavate and fully explain the constituent elements,generating logic and operating mechanism of the"Fengqiao experience"grass-roots public security governance,we carried out the"investigation questionnaire on the security situation of the residents of Zhuji City in the new era"and used the sequential Logic regression model to analyze and test it.It is found that"rule of law factor","technical factor"and"emotional factor"are obviously related to the security of residents,whether as individual variables or as integrated variables.At the same time,on the basis of further data mining and qualitative research,it is proposed to explore and optimize the community’s"emotional connection"and expand the extended"emotional security"governance system;Promoting the effective embedding of information technology such as big data,innovating and perfecting the governance system of"wisdom and public security";We will strengthen the law-based construction of grass-roots public security,establish and improve the governance system of"law-based public security",and then build a"Fengqiao"governance model of grass-roots public security that combines"order"and"dynamics"on the basis of"emotion-technology-rule of law".
