“一带一路”背景下的东北亚区域合作——基于对复合地区主义的再思考

摘　　要：自2018年朝鲜半岛局势缓和以来,"一带一路"建设向东北亚延伸面临着有利的历史机遇,而重启新一轮东北亚区域合作正是顺应时势的应有之义。不过,在大国竞争加剧和传统地区主义理论范式"失灵"的情况下,东北亚区域合作应遵循一种"新复合地区主义"的路径。与"旧复合地区主义"不同,在中美大国竞争和"一带一路"合作模式兴起的背景下催生出的"新复合地区主义",强调大国制度制衡和地区主义、开放性与规范性、求"同"与求"通"三个方面的混合。因此,在"新复合地区主义"的思路下,中国应通过以"一带一路"倡议来引领包容性区域制度建设,以六方会谈和中日韩FTA为抓手来提升区域合作制度化水平,以建设东北亚经济走廊为主轴来实现区域内互联互通等三方面举措,来推动"一带一路"建设向东北亚拓展,为区域合作注入新的活力和动能。Since the easing of the tension in the Korean Peninsula in 2018,the"Belt and Road"Initiative has been facing a favorable historical opportunity for its extension to Northeast Asia,and restarting a new round of regional cooperation in Northeast Asia is the proper meaning of adapting to the current situation.However,in the case of intensified competition between major powers and the"failure"of the traditional regionalism,Northeast Asian cooperation should follow a path of"New Hybrid Regionalism".Different from Old Hybrid Regionalism,New Hybrid Regionalism,promoted by competition between China and America and the rise of the"Belt and Road"cooperation model,emphasizes combinations of institutional balancing and regionalism,openness and normative,as well as coherence and connectivity.Therefore,from the perspective of New Hybrid Regionalism,China should lead the construction of inclusive regional institutions through the"Belt and Road"Initiative,promote the institutionalization of the Six-Party Talks and the China-Japan-ROK FTA and build the Northeast Asian Economic Corridor.These efforts will promote the extension of the"Belt and Road"to Northeast Asia and inject new vitality and kinetic energy into regional cooperation.
