摘　　要：本文从财政纵向失衡、转移支付与基本公共服务供给的内在联系出发,运用中国30个省(区、市)2008~2020年的面板数据,构建联立方程模型分析财政纵向失衡影响基本公共服务供给的双重作用路径。研究发现:财政纵向失衡对基本公共服务供给具有负向的直接效应,同时也通过转移支付对基本公共服务供给产生正向的间接效应,两种效应相互作用下的总效应为负;财政纵向失衡对基本公共服务供给的影响因区域差异和地方政府财政压力分化存在异质性。Starting from the internal relation of vertical fiscal imbalance,transfer payment and basic public service supply,this paper uses panel data of 30 provinces in China from 2008 to 2020 to build a simultaneous equation model to analyze the dual role path of vertical fiscal imbalance affecting basic public service supply.It is found that vertical fiscal imbalance has a direct negative effect on the supply of basic public services,and also has a positive indirect effect on the supply of basic public services through the transfer payment,and the total effect of the two effects is negative.The impact of financial vertical imbalance on basic public service supply is heterogeneous due to regional differences and differentiation of local government financial pressure.
