余村“两山”理念转化的全过程规划实践与理论再析

摘　　要：“两山”理念是高质量发展时期指导城乡建设、乡村振兴的重要内涵之一。现阶段对于“两山”理念的理解主要局限于对“生态”“经济”二元辩证关系的认识,认为经济与生态的双向协同是绿水青山与金山银山价值的突出表现。选择浙江省安吉县余村的“两山”示范性实践为实证案例,全景展示其生态价值提升、经济价值转化、共同富裕、双向治理的过程,总结归纳其转化过程中的治理方式、协商机制、保障机制等。研究认为,生态型乡村地区的“两山”转化是生态价值、经济产业系统、人居聚落环境、乡土社会关系系统性修复和重建的过程。主动式的生境修复有助于生态产品价值潜力的快速提升,促进生态保护与产业发展耦合,围绕农业推进一二三产融合发展是具有普遍适用价值的转化路径。“两山”转化不仅仅是生态与经济的双向转化,还伴随着人民的生活水平、乡土社会凝聚力的提升,以及适应新型经济形式的乡土治理结构构建。余村以村集体主导、市场参与、共同缔造、多级协商、陪伴式规划及村规民约等实践机制具有较强的借鉴价值。The concept behind the slogan of"Lucid Waters and Lush Mountains are invaluable Assets"(the Two-Mountain Thesis)is one of the important connotations guiding urban and rural construction and rural revitalization in the period of highquality development.Popular understanding of the Two-Mountain Thesis is limited to the duality between the ecological capital and the economic capital and the synergy between the economic and the ecologic systems.In order to deepen the understanding,the paper examines the regeneration process of Yucun Village,including efforts toward ecological enhancement,economic development,improvement of the built environment,and good governance.It is found that the transformation of"Lucid Waters and Lush Mountains to invaluable Assets"in an ecological rural area represents a process of systematic restoration and improvement of ecological values,the economic and industrial system,the built environment,and rural social relations.Active habitat restoration leads to rapid increase of the potential value of ecological products,and integrated development of primary,secondary and tertiary industries around ecological and agricultural characteristics helps make the positive transformation.The efforts guided by the Two Mountain Theory helps improve the ecological and the economic system,elevate people's living standards,foster rural social cohesion,and build a rural governance structure adapted to the new economic form.The experience of Yucun Village's is a good reference in many aspects,including village collective leadership,wide market participation,collaborative effort,multi-level negotiation,incremental planning,and the use of village rules and customs.
