摘　　要：上海市总体规划明确了在空间维度上形成“总体规划—单元规划—详细规划”3个层次的规划编制体系。主城片区单元规划作为中间层次的规划,兼具战略引领和落地管控的特点。虹桥主城片区单元规划是上海市总体规划全面实施后批复的第一个单元规划,跟踪观察其实施进展对研究上海单元规划实施路径具有重要参考意义。针对规划内容,搭建覆盖愿景实现度、指标完成度、策略实施度、公众满意度的规划实施评估框架,通过全面评估规划年度实施成效,分析规划实施存在的问题和不足。从补充完善单元规划实施框架体系的角度,围绕动力、时序、质量3个维度,提出建立公益性设施、底线型设施和经营性设施联动开发机制、单元规划-近期规划-实施计划的滚动实施机制,以及年度体检-五年评估-规划维护的实施评估机制。The Master Plan of Shanghai specifies plans made at three levels,including the city master plan,unit plans,and detailed plans.Sandwiched between two levels,unit plans assume the roles of both strategic guidance and implementation control.The unit plan of Hongqiao is the first of its kind approved after the full implementation of"Shanghai 2035",therefore,it is an excellent case for examining the implementation process of unit plans in Shanghai.The research starts from building an implementation assessment framework that covers aspects of vision achievement,target attainment,strategy implementation,and public satisfaction.It also analyzes the problems and shortcomings of plan implementation by comprehensively assessing the implementation effectiveness of the plan annually.To supplement and improve the implementation framework,from three aspects of dynamics,timing,and quality,the paper proposes to link the development of public welfare facilities,bottom-line facilities,and business facilities,establish a rolling implementation mechanism from unit plans to short-term plans and to action plans,and set up and implementation evaluation mechanism that consists annual check,five-year evaluation,and plan maintenance.
