摘　　要：梳理欧洲主要国家推行绿色低碳发展的政策和法规体系,重点关注欧盟到国家、地方和城市的政策架构和传导体系,从法律法规、政策传递、监督评估、市场机制和公众参与等方面入手分析研究欧洲国家和城市如何通过政策机制的建设推进绿色低碳发展。比较我国当前绿色低碳政策机制建设中的现状和特征,识别中国城镇化和城市发展进程中绿色低碳发展存在的制度性问题与挑战,并就如何推进绿色低碳发展和推广应用绿色技术提出了政策和机制保障的相关建议。The paper reviews the development of green and low-carbon policies and the regulatory systems in the EU and other European countries with a special focus on their policy framework and the policy transmission system..Starting with the analysis of laws and regulations,policy transmission,supervision and evaluation,market mechanism and public participation,this paper examines how European countries and cities promote green and low-carbon development through policy mechanisms.By comparing the current situation and characteristics of green and low-carbon policy and mechanism in China,the paper identifies the institutional problems and challenges of green and low-carbon development in the process of urbanization and urban development in China.Finally,the paper puts forward several suggestions on promoting green and low-carbon development by improving policies and institutions and applying green technology.
