摘　　要：新时期国家规划体系改革背景下,专项规划是发展规划与国土空间规划的重要支撑。国土空间规划需要坚持问题导向、目标导向、结果导向相结合,结果导向更强调面向实施,通过“一张图”监督和保障规划的有效性,全面提升国家治理体系和治理能力现代化水平。首先总结当前规划实践中,专项规划在不同层次与国土空间总体规划衔接的主要问题,然后从结果导向下专项规划编制新要求角度,探索专项规划与国土空间总体规划衔接传导的若干路径,最后提出专项规划与国土空间总体规划加强衔接的研究建议。Specialized planning is an important component of development planning and territory spatial planning.Territory spatial planning should be based on the combination of problem-orientation,goal-orientation,and result-orientation.Result-oriented practice emphasizes more on implementation and“one map”.The paper summarizes the key problems of specialized planning in its relations with territory spatial planning,clarifies the orientation and role of specialized plan,proposes methods for implementing specialized plan based on result-orientation.
