城市山水格局下自然边界空间设计与管控——以深汕合作区为例

摘　　要：生态文明时代需要探讨更为和谐的人与自然的关系,山水城市自然边界空间是最有潜力通过设计引导来塑造成为体现城市山水格局特色的空间载体与精华地区,有待引起足够的关注。如今正值国土空间规划全域、全要素视角下的变革创新阶段,更加注重包括城市山水格局在内的魅力空间体系的研究。在此背景下梳理新时期城市山水格局中自然边界空间的设计要点,包括全域全要素的综合价值挖掘,兼顾安全、功能与景观的设计策略以及格局到立体的管控要素传导。以深汕合作区系列项目为实证,分类、分要素地梳理并提出对山边、海边、河边、田边的具体设计策略及管控措施,包括划定控制线、模式单元以及特色策略开发区等,并从城市设计反馈到上层次规划、专项规划及控制性详细规划,希望对接指导实施建设,也为其他山水城市的规划设计探索可复制推广的经验借鉴。In the era of ecological civilization,a more harmonious relationship between human and nature needs to be established.The natural boundary space of landscape cities has the biggest potential to be shaped into an area that reflects the essence of the place through design guidance.It is a domain that will invite more urban design scholarships in the future.In the current era of transformation and innovation toward territorial spatial planning of the whole area and all elements,more emphasis is put into the study of attractive spatial features including the urban landscape pattern.This paper summarizes key design considerations for natural boundary spaces within the landscape pattern of the city in the new era,including the identification of values for the whole area and all elements,the design strategy that takes into account of safety,functions and landscapes,and control elements from pattern to dimension.With the empirical evidence of a series of projects in Shenzhen-Shanwei Special Cooperation Zone,we sort out and propose specific design strategies and control measures for the mountain side,seaside,riverside,and fieldside,including delineating control lines,model units and characteristic strategic development zones,providing feedback from urban design to higher-level planning,making specialized plans and detailed control plans,and providing guidance on plan implementation so as to explore replicable practicee for other landscape cities.
