摘  要:新时期的存量开发对政府的空间治理能力提出更高的要求。深圳西部滨海地区现状建设条件复杂,存量资源构成丰富多元,随着粤港澳大湾区建设的推进和前海深港现代服务业合作区扩区,这一地区的定位显著提升,存量再开发的需求大、要求高,成为深圳探索存量空间治理新模式的理想“试验场”。以深圳西部滨海地区二次开发的实践经验入手,总结问题与挑战,提出以多元价值导向破解二次开发的“算法逻辑”,并结合存量资源的现状构成,提出再开发的对策建议,希望能推动存量空间再开发从注重效率走向注重质量,以期为类似城市的发展提供经验借鉴。The reorientation of urban development toward existing land in the new era calls for greater governance capacity.The current development conditions in the west coast area of Shenzhen are complex and existing resources are rich and diverse.With the promotion of Guangdong Hong Kong Macao Great Bay area and the expansion of Qianhai Shenzhen Hong Kong region modern service industry cooperation zone,the positioning of this area has significantly been improved and the demand for redevelopment is buoyant,making it an ideal"testing ground"for Shenzhen to explore a new model of spatial governance.This paper reviews the practical experience of redevelopment of the coastal built-up area in west Shenzhen,summarizes the problems and challenges,puts forward the"algorithm logic"of redevelopment based on the guidance of multiple values,and gives suggestions on redevelopment in light of existing resources with the hope of promoting redevelopment by privileging quality over quantity and informing practices in other cities.
