以多元人群融合推动粤澳深度合作路径探讨——以横琴为例

摘　　要：横琴粤澳深度合作区的建立,赋予了横琴更开放的政策探索空间,粤澳合作在国际层面是我国落实“一带一路”倡议的战略举措,在国家层面是探索“一国两制”治理的创新试验,自身层面是不断发展、逐步走向深度融合。横琴粤澳合作重点从经贸合作,逐步走向面向多元人群的深度合作,独特内涵主要体现在建立关注生活的综合新平台、趋同澳门地区国际化标准的新高地以及制度创新的社会融合新示范。以多元人群的诉求作为撬动点,以多元人群融合发展为突破,探讨横琴在产业、民生、旅游、制度等重点领域的深度合作创新与示范:带动多元就业平台的产业深度合作、服务全年龄段的民生深度合作、吸引全球游客的旅游深度合作、衔接澳门地区的制度深度合作。从而探讨横琴的粤澳深度合作路径,为大湾区其他粤港澳深度合作平台探索新样本,丰富一国两制创新实践。The establishment of Hengqin Guangdong-Macao region Deep Cooperation Zone has given Hengqin some additional space for policy exploration toward deeper cooperation in Guangdong-Hong Kong-Macao Greater Bay Area.At the international level,Guangdong-Macao region cooperation is a strategic initiative to open up China to the world following the"One Belt,One Road"strategy;at the national level,it is a pioneering effort to deepen the governance model of"one country,two systems";and at the regional level,it is gradually moving towards closer integration for multiple stakeholders.Looking back at the trajectory of Hengqin,the focus of cooperation has gradually shifted from simple economic and trade cooperation to one covering multiple areas and featuring in-depth interactions.The recent effort is mainly reflected in the new platform for enhancing everyday life,the new international standards matching those for Macao region,and the new initiatives of social integration through institutional innovation.Aiming toward understanding the aspirations of diverse stakeholders and integrating diverse people,Hengqin should try to lead innovations in four aspects:an employment platform that serves people from all walks of life,social services for people of all ages,a tourism sector that attracts global visitors,and institutions for innovations.The Hengqin experience will serve as a reference for other Guangdong-Hong Kong region-Macao region in-depth cooperation platforms in the Greater Bay Area,and will continue to contribute to the innovative practice of"one country,two systems".
