摘　　要：中央第五次西藏工作座谈会后,中央和西藏自治区党委、政府在边境地区实施了系列重要行动和举措,推动了边境民生的新发展。文章发现,2010年至今十余年来我国西藏边境政策经历了从“边境地区经济社会又好又快发展”“加快边疆发展、确保边疆巩固、边境安全”到“强边固防为首要任务”三次较大变迁。每一次政策变迁均高度强调民生的重要性,从而推动了边境地区民生的整体性新发展:不仅农牧民收入大幅增加,而且居民生活水平大幅提高、公共服务体系健全、公共服务质量提升、人居环境和生态大幅改善。除上述政策变迁因素外,边境民生的整体性新发展还以社会总体稳定、国家财力大幅投入与县域政府机构能力提升为前提。最后,密集出台的边境政策与国家行动可能塑造了一个地理—政策空间意义上的“边境带”,值得进一步研究。Following the Fifth Central Forum on Work in Tibet,the central government,the Party committee and government of the Tibet Autonomous Region have implemented a series of important actions and initiatives in the border areas,which have promoted new developments in border livelihoods.These new developments have yet to receive serious attention.This article finds that the border policies related TAR has undergone three major changes over the past decade or so since 2010:from promoting"good and rapid economic and social development in border areas","accelerating the development of the frontier,ensuring the consolidation of the frontier,and maintaining border security"to"strengthening the border and consolidating defence as the first task".Each of these policy changes has placed great emphasis on people’s livelihoods,thus promoting the systematic development of people’s livelihoods in the border areas:not only has increased the income of farmers and herdsmen significantly,but also the standard of living of the residents has improved significantly,the public service system has been improved,the quality of public services has been enhanced,and the living environment and ecology have improved significantly.In addition to the above policy changes,the overall new development of people’s livelihoods in border areas is also based on the premise of overall social stability,substantial national financial input and improvement of the capacity of county government institations.Finally,the paper suggests that the intensive border policies and national actions may have shaped a"border belt"in a geographic-policy spatial sense,which merits further study.
