党和国家监督体系下的新时代舆论监督——兼论舆论监督与纪检监察信访举报工作之耦合

摘　　要：我国的舆论监督不同于西方作为“第四权力”的媒介监督,媒体仅为舆论监督的载体,人民才是真正主体。党对舆论监督形成方向、内容、形式上的全方位领导。新时代应立足本土法治资源,在党和国家监督体系之下建构舆论监督的新模式。这一模式以党内监督为主导,明确舆论监督的关键与重点,与纪检监察信访举报工作相结合,获得权威性支持与常态化制度转化渠道。未来,应推动建成统一监督平台,在微博等新型政治空间设“廉政监督员”充分收集监督信息;各级纪委监委成立舆情处置小组,信访举报、监督检查、案管、案审、审查调查等各部门共同参与舆论监督处理工作;为舆论监督信息受理、处理、反馈等阶段设置程序规范与期限规定。这一过程中,可借助新技术赋能信息公开,助力信息收集、分析、共享及传递,充分解放人力,提升监督效能。Public opinion supervision in China is different from the media supervision of the West which serves as the“fourth power”;the media is only the carrier of public opinion supervision,and the people are the real subjects.The party forms all-round leadership over the direction,content,and form of public opinion supervision.In the new era,the local rule of law resources should be the foundation for building a new model of public opinion supervision under the supervision system of the party and the state.This model is dominated by supervision within the party,clarified the key and central points of public opinion supervision,and combined it with discipline inspection and supervision,petitioning and reporting,and obtained authoritative support and normalized system transformation channels.In the future,promote the establishment of a unified supervision platform is necessary,and set up integrity supervisors in new political spaces such as Weibo to fully collect supervision information;discipline inspection commissions and supervision commissions at all levels should establish public opinion handling teams,and all departments such as petitioning and reporting,supervision and inspection,case management,case trial,and review and investigation should jointly participate in public opinion supervision and handle work;procedural norms and time limits should be set for various public opinion supervision stages like information acceptance,processing,feedback,etc..In this process,new technologies can be used to empower information disclosure,facilitate information collection,analysis,sharing and transmission,thus fully liberate manpower and improve supervision efficiency.
