我国国家级校园足球特色学校资源布局特征及优化策略研究

摘　　要：使用评价资源配置公平性的基尼系数、均等化水平的泰尔指数和均衡性的丰度指数,对2015~2021年全国整体及东部、中部和西部地区的国家级校园足球特色学校资源布局现状进行了全面深入剖析。结果表明:我国国家级校园足球特色学校整体资源布局的公平性和均等化水平都较高,但均衡性较差;三大地区资源布局公平性均达到了很高的水准,均等化水平呈现出西部好于东部好出于中部地区状况。而三大地区的均衡性状况都较差,并且三大地区之间及不同省份之间皆存在不同程度的差异;全国与三大地区资源布局的年度公平性和均等化水平均呈现了反复变化的很不稳定状态;地区内差异是造成全国整体与各年度资源布局均等化水平差距的最主要原因。特征与问题包括:资源布局公平性与均等化水平的非稳态性;资源布局均衡性与均等化水平的非协同性;资源布局水平的差异性。优化策略包括:适度增加薄弱地区布局数量,科学控制三个学段的分配比例;精准把握当前布局问题成因,进一步健全后期布局规划体系;强化政府相关部门责任担当,探求多元主体协同参与创建的法规举措;完善普及育人导向的分类遴选指标,加大创建工作的审核与监管力度。This study used the method of the Gini Coefficien(t equity),the Theil Index(equalization),and the Abundance Index(equilibrium)to deeply analyze the level of resource layout in the whole China and three regions from 2015 to 2021.The results show:the equity and equalization of whole resource configuration about national campus football distinctive schools are higher,but the equilibrium is lower;the equity of resource layout in the three regions have reached a very high level,and the equalization in western region is better than both eastern and central region.However,the equilibrium of the three major regions are all bad,and there exist different degrees of difference among the three regions and different provinces;the annual equity and equalization of resource layout in the whole country and the three major regions show a very unstable state with repeated changes;the regional difference is the main cause of those inequality.Features and problems:the unsteady state of resource layout’s equity and equalization;the non-synergy of resource layout’s equilibrium and equalization;the difference of resource layout.Optimization strategies:increasing the number of weak areas and rationally controlling the proportion of three school sections;grasping accurately the causes of current layout problems and further improving the later layout planning system;strengthen the responsibility of the relevant government departments,and exploring the legal measures for the establishment of multi subject collaborative participation;improving the classification and selection indicators oriented to universal education,and strengthen the audit and supervision of the establishment work.
