摘　　要：运维管理阶段节能是我国节能产业薄弱环节,2010年国家发改委委托国家节能中心开展能源管理师试点工作,但收效不慎理想.本文从国家推广节能产业发展目标出发,分析能源管理师培训特点;以"医药分离"模式为手段,通过能源管理师培训打破企业"技术进门"壁垒,实现运维管理阶段节能产业全面发展.最后提出打造节能产业综合"医院"的设想,即建立以市场需求信息、技术和金融服务三平台融合为基础节能产业"医院".The energy conservation in the oPeration and maintenance stage is the weak link of China's energy conservation industry.In 2010,the NDRC entrusted the NECC to carry out the Pilot work of the CNEM,but the effect was unsatisfactory.This article embarks from the China to Promote energy conservation industry develoPment goals,comPrehensively analyzing the characteristics of the CNEM,and on the basis of"HosPitals and drug Production seParation"mode,through the training break the barrier of the large enterPrise information,no cost,no risk to build tens of thousands of"marketing team",in"same"central enterPrises as the core,based on market demand information,technology and financial services Platform integration basis of energy-saving industry"hosPital".
