我国重大突发事件全过程风险治理冗余机制研究

摘　　要：近年来,我国重大突发事件的风险治理不同程度地存在着冗余性不够的问题,使风险治理的韧性降低,风险治理的成效低于社会公众的预期.研究目的:解决我国重大突发事件全过程风险治理中冗余性不够的问题,提高治理的韧性水平,达到在风险治理中下好先手棋,打好主动仗的目的.研究方法:通过理论分析,结合我国重大突发事件全过程风险治理的实际,检索冗余度较低的问题,向有关政府提出了完善风险治理冗余机制的建议.研究结果:发现风险治理的各环节不同程度地存在冗余性不够的问题.研究结论:各地政府在重大突发事件的全过程风险治理中,应从思想、制度、指标、措施等方面完善冗余机制.In recent years,there has been a problem of insufficient redundancy in the risk management of major emergencies in China,which has reduced the resilience of risk management and resulted in lower effectiveness than expected by the public.Research objective:To address the issue of insufficient redundancy in the entire process of risk management for major emergencies in China,improve the resilience level of governance,and achieve the goal of playing a proactive role in risk management.Research method:Through theoretical analysis and combined with the actual process of risk management for major emergencies in China,the problem of low redundancy was searched,and suggestions were put forward to relevant governments to improve the redundancy mechanism of risk management.Research results:It was found that there is insufficient redundancy in various stages of risk governance to varying degrees.Research conclusion:Local governments should improve redundant mechanisms in terms of ideology,systems,indicators,measures,and other aspects in the entire process of risk management in major emergencies.
