摘　　要："多元主体参与"是新时期地方政府大型公共项目风险沟通的最新探索.基于扎根理论质性分析方法和结构方程模型(SEM)对陕西省地方政府大型公共项目进行分析,结果显示:项目性质、主体合作特征、主体间关系质量是新时期显著影响风险沟通有效性的核心要素;项目性质依次通过主体合作特征、关系质量影响风险沟通效果,影响路径存在链式、多重中介效应."以关系为本"发挥关系质量"黏合剂"作用、培育合作主体、强化项目社会舆论治理是新时期实现大型公共项目风险沟通有效性的主要路径.Multi-actor engagement is the latest exploration of risk communication of large-scale public projects at local government in the new era.Based on the theory of inclusive risk governance and network governance,in this paper,we argue that effective risk communication in the new era is the result of the collaboration of multiple actors;however,few studies paid attention to the collaboration of those actors.The analysis of survey data gathered from large-scale public projects in Shanxi province enabled by the qualitative analysis method of grounded theory and the structural equation model(SEM)shows that:a)the nature of the projects,the collaborative characteristics of the actors,and relationship quality between the actors are the core factors that affect risk communication effectiveness significantly in the new era;b)the influencing path of the nature of the project has chain and multiple mediating effects in that it impacts the risk communication effectiveness through the collaborative characteristics of the actors and the relationship quality in sequence.Being“relationship-oriented”and giving play to the role of relationship quality as the“glue”among actors,cultivating collaborative actors,and valuing the governance of the public opinion of projects,are the main approaches to realize the effectiveness of risk communication of large-scale public projects in the new era.
