摘 要:贵州省食用菌的食品安全行政管理机制,就制度层面,目前只能适用食品安全的相关规定而缺乏针对食用菌安全的具体规定,同时缺乏对行政管理主体的监督和约束及程序性规范.就主体层面,存在行政管理主体不明晰、与现行规范难以对应的问题.此外,管理机制过于传统.因此,建议加快相关行政法规的立法和细化,明确行政管理主体的划分和权限,建立类似欧盟实验室的检验中心以实现简政放权,真正做到有效保障贵州食用菌安全.At the institutional level,the food safety administrative management mechanism of edible fungi in GuiZhou province can only be applied to the relevant provisions of food safety,but there is no specific provisions on the safety of edible fungi.At the same time,there is a lack of supervision and restriction on the subject of administrative management and procedural norms.On the subject level,there are some problems that the administrative subject is not clear,and it is difficult to correspond with the current norms.In addition,the management mechanism is too traditional.Therefore,it is suggested to speed up the legislation and refinement of relevant administrative regulations,clarify the division and authority of administrative management subjects,and establish an inspection center similar to the EU laboratory in order to streamline administration and delegate power,so as to effectively guarantee the safety of edible fungi in GuiZhou.
