摘　　要：国家应急监测技术对相关技术规范作了制定规则,专业人员和内设机构,乃至仪器设备与资金投入都遇到了瓶颈,环境应急预案编制的质量以及监测演练的实际效果等问题都应是实际研究的问题.应对突发污染事故的监测,应从监测部门乃至内设的机构建设与专业人员的匹配方面多重考虑,将资金投入与设备更新作为工作的重要部分,从而提高预案编制质量,强化应急监测人员的培训以及应急监测演练常态化发展,这要从国家应急监测技术规范的多种侧面出发,做好监测技术的规范制定.the national emergenw monitoring technology has made rules for the relevant technical specifications,professional personnel and internal institutions,as well as instruments and equipment and capital investment have met the bottleneck。the quality of the preparation of environmental emergency plans and the actual effect of monitoring exercises and other issues should be the actual research.Response to sudden pollution accident monitoring.should from the monitoring department and the internal mechanism construction and professional multiple mashing,funding and equipment update as an important part of work,so as to improve the quality of plan compiling,strengthening emergency monitoring personnel training and emergency drill monitoring normalized development,it shall be from the national emergency monitoring technical specifications of the various sides。completes the monitoring technology of the specification.
